Habo Structure

The Hanallah [meeting body]
Each ken contains a hanallah, which comprises of all madrichim in the movement (both bogrim and madatzim). The hanallah usually meets every week to plan meetings for the coming week, to air announcements, and to discuss any issues which may have arisen.

The Bogrim Body [gradute body]
The bogrim body consists of all madrichim who have completed the Shnat program in each ken. The bogrim body of each ken meets either weekly or periodically to discuss matters which are revelant to the bogrim and to the senior movement. The federal bogrim body meets twice per year, at ma'apelim seminar where they plan for federal camp, are educated by other bogrim, and participate in the annual veida where the federal mazkirut are voted on, where the ideology may be amended, and where resolutions are made; and also at chalutz seminar, which takes place in the few days immediately prior to federal camp, where more fed camp preparation takes place and more federal positions are voted upon.

The Mazkirut [secretariat]
Each ken also contains a 'mazkirut' (secretariat), which generally consists of the mazkir/a (secretary), rosh chinuch (head of education), gizbar (treasurer), meta'em/et (public relations) and a shaliach (Israeli emissary). The mazkirut in each ken meets either weekly or periodically and is used to make decisions and organise things which either are not relevant or applicable to all the bogrim.

The Federal Hanaggah [federal body]
The federal hanaggah consists of the federal mazkirut as well as each state mazkirut. The hanaggah meets at the beginning of each year, usually straight after federal camp, in order to set aims and goals for the year, co-ordinate dates and formulate the habo calendar, and to discuss pertinent issues.

The Federal Mazkirut [secretariat]
The federal mazkirut consists of the federal mazkir/a, federal rosh chinuch, federal gizbar, and the federal shaliach. The federal mazkirut is used to make decisions related to federal habo, to facilitate Shnat and shlichim, and to organise federal events such as federal camp (with the lead of federal tzevet machane), ma'apelim seminar, aliyah and hagshama seminars etc.

The Va'ad Chinuch [education council]
The Va'ad Chinuch (VC) is headed by the federal rosh chinuch and includes all the state roshei chinuch. The Va'ad Chinuch helps to formulate the federal tochnit and work together on other projects, such as chaggim, the chinuch database etc. The Va'ad Chinuch meets once or twice a year for a Va'ad Chinuch Seminar, where they make the federal camp tzvatim, and generally discuss and make decisions about education in the movement. Additionally, there are Va'ad Chinuch phone conferences every few months.

The Va'ad Gizbarim [treasurer council]
The Va'ad Gizbarim is headed by the federal gizbar and includes all the state gizbarim. The Va'ad Gizbarim has phone conferences every few months in order to co-ordinate the financial side of the movement. As we are a federal and socialist movement, we often share money between federal habo and the different kenim.

The Va'ad Mazkirim [chairperson council]
The Va'ad Mazkirim is headed by the federal mazkira and includes all the state mazkirim. The Va'ad Mazkirim meet twice a year for a Va'ad Mazkirim seminar where they discuss the different aspects of their tafkid. The Va'ad Mazkirim also has regular phone conferences in order to keep up to date with each ken and to share ideas etc.

The Year 12 Tzevet [Year 12 Group]
The year 12 tzevet consists of all the bogrim leading year 12 in each ken. The year 12 tzevet comes together to run the two shnat seminars (winter shnat sem and summer shnat sem during fed camp) and also has regular phone conferences in order to co-ordinate the shnat process between states.

Federal Tzevet Machane [Federal Camp Team]
The federal tzevet machane is headed by the federal rosh machane, who is voted on during chalutz sem a year in advance, and consists of the sgan rosh machane, also voted upon during chalutz a year in advance, and the federal rosh chinuch. Other members of the federal mazkirut are also officially part of the federal tzevet machane, but do not play as an active part as the rosh, sgan rosh, and federal rosh chinuch. The federal tzevet machane plans, organises, and executes federal camp, which takes place in early January each year and is the peak of the Habo calendar.
